The principles which it is proposed Congress shall prescribe for the guidance of railroad management under the within Plan have been submitted to expert authority to the extent to which a limited circulation of manuscript would permit, and the verdict has not been unfavorable. A favorable verdict by high authority, however, on a matter of public policy, if it be not enacted into law, is not final.
