Fully one half of this work is such as the general government might possibly undertake for the preservation and improvement of the rivers as navigable streams, but it must be brought forward in its order with the other werks, and cannot be left behind, else the whole will be a failure.

The work should be so carried on as to diminish the time of execution as much as possible; there would be economy in such a course, for they will undoubtedly cost more unless put in final condition as fast as natural action will permit.

Supposing the five millions of dollars were expended during the next ten years, I estimate that the cost of maintenance would be about two hundred thousand dollars per annum after that period, half of which would be for storage of sands and half for river works; and the general government might 'be expected to bear half of the expense if it pursues its present policy in river works.
