Excerpt from Outposts of the Fleet: Stories of the Merchant, Service in War and Peace

How is this man recognized P He is not recognized at all. He is a sailor. The Church knows nothing of him except that annually it dispenses tracts, printed in block letters, to him and wonders at his stolid indifference. The State passes him by he is without repre sentation; practically cut of? From voting he cannot make himself heard. Thus the greatest race of sailor-men the world has ever seen is treated as a negligible quantity by the two great upholders of national dignity.
