The law of New South Wales, on the other hand, is not based upon any idea of employer's responsibility. The workmen are required to pay half the cost of insuring themselves, the employers are required to contribute one quarter thereof and the state contributes the remaining quarter. The purpose here is to prevent the social evil of pauperism from work-injuries by assuring a certain measure of poor-relief at distributed expense, and not to enforce a responsibility of the employer.
The law of Greece is a composite of these two different principles.
The law of Norway belongs in principle to the first class; but it fails to distribute the cost according to its purpose.
