They know that the Government Of Great Britain had no other wish than to live at peace with all the world, and no other aim during the fateful days before the outbreak of war than to attempt any and every means to ward off the disaster. And they know that both France and Russia earnestly desired peace also their readiness to agree to any proposal that offered a prospect of preserving peace gave evidence of it; their painful un certainty, when war was imminent, as to the course the United Kingdom would take, was in itself enough to disprove the theory of a prearranged attack.
