The Virginia Military Institute was established by the State of Virginia in 1839. It was the first attempt to introduce a complete military organiza tion into a State College. The success which has attended the experiment has directed public atten tion to the system of discipline and instruction here introduced, with a View to a reform of the college system, as it has existed in some of the oldest institutions of our country.

It has been impossible for the undersigned, amid engrossing public duties, to do justice in a single letter to his views on this important subject. His replies to the many inquiries which have been ad dressed to him have necessarily been imperfect.
