The recent discussions on the Declara tion of London and the Naval Prize Bill, by drawing attention to the importance of International Law, have, I think, gone a long way towards breaking down the hitherto prevailing idea that the law of nations is the concern of only a few specialists that this small collection of studies may assist to the same end is my desire.

Dr. A. Pearce Higgins is the author of what is, in my opinion, by far the most instructive and valuable work that has been written on the Hague Conferences and the London Naval Conference of 1909. His account of these conferences is equally clear and accurate, and his criticism of the work achieved by them is remarkable for its great ability and perfect impartiality. He does not belong to those writers who eulogize everything done at the Hague or in London; on the contrary he proves in several cases that the terms of the Conventions are so vague and uncertain and contain so many conditions and qualifications, that they will be found to be of little or no value.
