The Organization of Pathology and Bacteriology in the Army before the War.
The importance of pathology to the army, both in peace and in war, was by slow degrees becoming recognized in the years preceding the war, but it was very far from having reached a point satisfactory either to those engaged in it or to those who realized its great importance in connection with the diagnosis, treatment and prevention of disease. The need for any centralized organization and direction of this branch of medical work had not been admitted, and such control as existed was vested, under the director-general, in respect of different portions of its work, in no less than three subdivisions of the medical department of the War Office, which were concerned respectively with personnel, with medical and professional matters and with equipment. Matters of a technical nature were referred either to the Army Medical Advisory Board or to the staff of the Royal Army Medical College. Proposals to reorganize this work in a manner more in accord with its importance had not been (accepted.
As it existed in 1914 the organization may be described briefly under the headings of (a) personnel and training, (b) work under peace conditions, and (c) organization for war.
