Mr. Charles G. Leland, in his work on Practical Education, distinctly insists on the utility, indeed the paramount importance, of a sound and practical rudimentary training, whether in connection with elementary or more advanced technical education. This is becoming daily and increasingly apparent to those who, in their care and training of the young of both sexes, are guided by reason and common sense.
