Our war with Spain, and our present troubles in China have scattered our little regular army to the four quarters of the globe, and the old method of examining enlisted men for commissions has been rendered impracticable. An increased number of vacancies in the commissioned force has resulted, to meet which a recent act of Congress increases the number of cadets at the Military Academy. In the past few years the course of study at the academy has been much modified, and valuable practical work has been introduced. The act authorizing each United States Senator to have a cadet at West Point, and giving the President thirty instead of ten appointments, will not increase the number of graduates until 1904, so that up to that year a much greater number of appointments must be made from the army and from civil life.
