AS the result of personal observation, this work, notwithstanding unavoidable shortcomings, may afford some interest to the reader.

That which I have seen, I describe faith fully; that which I have felt, I frankly express. Neither in her press, the organ of public Opinion, nor still less in her foreign policy, does Ger many conceal her implacable hostility to F 1ance I, nevertheless, wish to speak of her without disparagement, as I endeavour to judge my own country without flattery, and without self deception.
Passionately loving France, I wish to serve her dispassionately.
