This report reviews the factors that have been found to be of primary importance in farm owners'/managers' decision-making processes. It then proposes a conceptual model of the adoption process and a set of matrices for evaluating innovative irrigation and drainage technologies and management practices that might be recommended as partial solutions to the drainage problems in the San Joaquin Valley. The model is then used to outline the type of analysis that could be undertaken to evaluate policies and strategies designed to encourage adeption and diffusion of these innovations. Based on this examination, key uncertainties and unanswered questions are identified.
