A considerable section Of those who mould public Opinion has declared itself in favour of still further extending the responsibility of the State so as to include the provision of houses for wage-earners apart from any dis placement by public authority. It is urged that the work of housing the people should be undertaken on a large scale by the county councils and the borough councils, and these bodies are invited to use the powers which have been conferred upon them by the Legislature of acquiring sites and building houses by means of borrowed money charged with interest upon the rates.
