A theory is of little value if it does not furnish a guide to the solution of some practical difficulties. Of course in the application of this theory to practice it must be modified by the many conflicting causes which become prominent in the world about us, yet the leading characteristics of the new system of taxation ought to become manifest from the development of the theory alone.
