The translator presents the following Essay to the British public, in the full persuasion, that he is thereby conferring upon them at once a benefit and a gratification: a benefit, inasmuch as it treats of subjects of leading and vital importance at the present epoch; and a gratification, from the very talented and superior manner in which those subjects are discussed.
