Writers on Australasian life and politics all testify that the chief demand for their works comes, not from Australia and New Zealand, but from Europe and America. An illustration of this is Shown in the fact that the call for a translation of this book comes, not from New Zealand, where its merits must be known, at least to some students and parliamentarians, but from England.

This neglect by the people chiefly concerned of so remarkable a study of their life and institutions arises, perhaps, from the general indifference of the New Zealanders to any attempt to apply general principles to their legislation or their manner of life.
