This book is an urgent appeal for the powerful interests of trade, industry, and production to come together to move Britain from its relative stagnancy into an era of unprecedented growth. Stemming from the author's concern that Britain's economy must be restructured in order to address war debt and to raise the standard of living for all, the author lays out in great detail the need for a trade council system. Trade councils, drawn from labor unions, trade associations, and government officials, would be granted extensive powers to improve the overall state of British trade and industry. This idea is explored in depth with a view to the specific issues and reforms needed in output, education, research, fiscal reform, and export. The author contends that only through such a radical reorganization and devolution of authority can Britain pay its debts, maintain its global position, and provide for the needs of its growing population.

Excerpt from The Trade of to-Morrow
A friend, who has been good enough to read my manuscript, and whose judgement on these matters is better than mine, complains that this book gives the impression that I am interested only in material prosperity. I insist all through on the necessity for production, appear to argue that the mere multiplication of things is in itself a measure of human progress.
This criticism, which is perfectly just, prompts me to insert this note, and to say that I should be sorry even to appear to believe that human development depended entirely, or even chiefly, upon material progress. I am fully conscious that right through this book I lay undue emphasis upon quantity, more production, an emphasis which I think is justified in view of the urgent need of the nation for the creation of wealth. It will, however, be obvious to the thoughtful reader that Trade Councils constituted in the way here suggested will give great opportunities for the promotion of the human, the artistic, and the quality sides of industry.
