Looks at the organization and functions of the Army Ground Forces (AGF) for the final processing of units for overseas movement (which came to be known as POM) in 1942, salient problems, efforts to improve POM, continuing difficulties, accomplishments and adjustments, the revision of POM procedures, difficulties and deficiencies and changes in policy and procedure.
