Excerpt: ... APPENDIX. IRISH TITHES. THE DUKB OF DEVONSHIRE'S SPEECH IN THE HOUSE OF LORDS. The Duke of Devonshire presented a petition from the Mayor, Aldermen, and Common Council of the city of Waterford. The Noble Duke stated, that the petitioners prayed their lordships to take into consideration the disordered state of Ireland, and in particular the system of tithes, and the mode of their collection, which they regarded as among the principal causes of the disturbances. The petitioners did not come forward to suggest a measure which might affect the interests of others and not their own; for they possessed, to a considerable extent, the property to which the petition applied. They were proprietors of the tithes of thirteen parishes; yet, notwithstanding this interest, they were willing to agree to a commutation, or to any other measure, though attended with sacrifice to themselves, which might tend to the public advantage. The Noble Duke was anxious to direct their lordships' attention to this important subject; and he felt himself honoured in having to lay before them the sentiments entertained respecting it by a body of persons of so much consideration in the country. He was glad that such an application had been extended to him, because, as from certain circumstances, he never took any part in the debates of that House, the presenting of this petition afforded him, as a member of Parliament, and as a peer interested in Ireland, the opportunity of expressing his sentiments with regard to that country. It appeared to him, that the frequent recurrence of those scenes of disorder which now existed must be regarded as evidence of something wrong in the system by which that country had been governed.
