Enormities of a sad kind soon began to be committed; and there was great danger that the military settlers, containing amongst them many bad characters, would disperse, and that the peaceable inhabitants of this country in their detached farms and homesteads, which, from the quiet prevailing throughout the country, were unprotected either by a military or police force, would suffer from gross acts of violence and outrage. 37. Under these circumstances, to retrieve the pledges made to the legislature, and to save peaceable and unoffending people from the social ills with which they were threatened, I earnestly begged Her Majesty's Government to carry out the measure which Lord Panmure had considerately suggested should be adopted, namely, that a number of German families should be allowed to follow the Legion, and settle in the same tract of country, thus supplying wives and home ties to the military settlers. This plan was finally objected to by Her Majesty's Government, as I understood upon the ground that "they would not bear the cost of a German immigration to this Colony." It is clear, therefore, that up to this period of the transaction, the idea that the question was one of national policy had not suggested itself to Her Majesty's advisers, nor had anything passed which could lead me to believe that such was the case. 38.
