Mania, I Have already extended this paper far beyond the limits which I originally assigned to myself, which were no more than to warn the landlords of the dangers to which they were exposed, and the errors into which they had been betrayed, by too credulous a devotion to the opinions of the Ricardo school of political economists. I have attempted to lay down a few simple principles, necessary to lead them to a right comprehension of the difficulties of the country, and the cause as well as remedy for the continued distress. I have endeavoured to prove the inefficiency of corn laws for the protection of agriculture; but, at the same time, to demonstrate, that a free trade in corn, which is one of the remedies proposed by the Ricardites,--would, with a restricted currency, only accelerate the ruin of the agricultural interest, without giving permanent relief to the other classes; and now, before I conclude, I must briefly notice the other great remedy of the modern economists--emigration;--the more particularly, as the mania has, of late, considerably increased, and few schemes have been so extensively and so successfully advocated. This plan of relief is founded upon the notion of overproduction and overpopulation, both of which I conceive to be erroneous. The question of overproduction I have already discussed,--(see p. 140.) There remains only to see what are the circumstances under which there can be an overpopulation in proportion to the means of employment, and whether it is not easier and better to provide employment than to reduce the numbers of the State.
