Beyond the English Church both Catholics and Protestants find the question considerably intricate, and so beset with difficulties "that the orders are, to say the least, exceedingly doubtful" (Milner's End of Controversy. 8th edition, p. 211).--We propose only to collect some little stones lying in the way--" scrupulos congerere"--and are anxious to know, how the Anglicans will be able to clear them away. The celebrated Hooker was an eminent Anglican divine, "perhaps the most profound and accurate amongst them" (Milner, 1. c. p. 208). He says: "There may be sometimes very just and sufficient reason to allow ordination made without a bishop. Where the Church must needs have some ordained, and neither hath nor can have possibly a bishop to ordain, in case of such necessity the ordinary institution of God hath given oftentimes, and may give place. And therefore we are not simply without exception to urge a lineal descent of power from the Apostles by continued succession of bishops in every effectual ordination." Fancy one of these priests not ordained by a bishop, and therefore (on Catholic principles) mere laymen, elevated to the rank of a bishop, and ordaining priests! Would one such lay-bishop not break through the Apostolical line of bishops and annihilate the claim of Apostolical Succession? "Hundreds, both in King Edward's and in Queen Elizabeth's reign, ministered in the Church of England as legal pastors, who had no episcopal ordination" (Protestant Ordinations examined by the Rev. H.
