Excerpt: ... STRICTURES BY THE REVIEWER. First. This is the second twelve thousand dollars asked for, towards " building quarters for the commanding officer." But as these twenty-four thousand dollars are less than one third the money that these quarters and the land purchased for them, have cost the Government, and there is a mass of interesting facts connected with the demolition of the former quarters, and the creation of the new ones, I will make this the subject of future remark. Second. Enclosing the public ground with a permanent fence-- meaning an iron fence--is also a subject that cannot be treated of understandingly without embracing future expenditures' for this object. I will, however, remark, that this project of enclosing the public grounds with a fence that will cost the Government from $100,000 to $200,000 will be seen, when examined, to be a magnificent specimen of ostentatious profusion, and the pretences that are set up to procure the granting of the money--that it affords any considerable safeguard to the public property, is illusory. I shall not forget to place this item of expenditure in its true light hereafter. Third. Here is a fresh demand for $13,000 for rebuilding " Newgate;" and Fourth. $4500 more for water-wheels and for raising the dam, amounting, with the requisitions in the two previous years, to $27,000. Fifth. The roof of the welding shop has been renewed, and a new wheel and flume rebuilt. The whole cost, I am authorized to say, did not exceed $1,500. Yet the same object is brought forward this year, and $6,000 demanded to meet the expense. Sixth. The sum of $5,000 is required this year to purchase the ground of H.J.
