The first article of the convention between the United States and France, concluded on the 4th of July 1831, and ratified on the 2d of February following, is in these words: "The French government, in order to liberate itself.completely from all the reclamations preferred against it by citizens of the United States, for unlawful seizures, captures, sequestrations, confiscations or destructions of their vessels, cargoes, or other property, engages to pay the sum of twenty-five millions of francs to the government of the United States, who shall distribute it among those entitled, in the manner and according to the rules which it shall determine." The act of congress to carry this convention into effect, passed 13 July 1832, provides for the appointment of "three commissioners, who shall form a board; whose duty it shall be to receive and examine all claims which may be presented to them under the convention, which are provided for by the same, according to the provisions thereof, and the principles of justice, equity and the law of nations." It authorises the commissioners "to make all needful rules B and regulations, not contravening the laws of the land, the provisions of the act, nor those of the convention, for carrying their commission into full effect;"--and directs them to "report to the secretary of state a list of the several awards made by them; a certified copy whereof shall be transmitted by him to the secretary of the treasury, who shall thereupon distribute in rateable portions among the persons in whose favour the awards shall have been made, such moneys as may have been received into the treasury" from France.
