Excerpt: ... SOME CONSIDERATIONS ON CHURCH REFORM, CHAPTER I. PRINCIPLE OF LEGISLATION. The public attention has been of late repeatedly attracted to various propositions, made both by friends and enemies, for effecting some alteration in the ancient institutions of the Church of England. And in the present state of that Church, precluded as we are, practically at least, from combined consultation on our vital and dearest interests, it is desirable that any proposed alterations should be discussed as amply as possible, and all varieties of opinion collected, before any legislation takes place on so important a subject. This consideration, therefore, may be allowed to justify the inquiry, how far the Church, as at present constituted, is adapted, or has the means of adapting itself, to the circumstances of the present times. And, in the first place, it may be worthy of consideration, in all cases where such changes are contemplated, whether the evils complained of do actually arise from any faultiness in the institutions themselves, and, consequently, whether the remedies proposed will really effect an improvement. There is a natural tendency of the human mind to connect a desirable object with some imaginary mode of attaining it, and thus the eagerness of some persons in pursuit of a favourite scheme is often in proportion, not to the excellence of their scheme, but to the fancied benefit which their own imaginations have attached to it. It is in moral reasoning as in physical science, that the disease is not always known because its effects are felt, nor when it is discovered, js the remedy always at hand; but the sense of its pressure will often induce the patient to adopt the prescriptions of empiricism, with a confidence due only to the results of legitimate scien...
