The Governours of Christ'$ Church are Commissioned and Commanded to Exercise a more striQ Discipline among Christians for the Reformation and Salvation of those under their Care, than the Temporal Governours do-or need to do for the general Peace and Happiness of their Subjttls in this World. Of which in their Order.. (1.)-I observe that, whereas all Men arc naturally Subjects to the Civil Governours of their Native Conntreys, none are Subject to.the Church-Governours, but those who voluntarily become Christians, and thereby put themselves under the Laws and Discipline of the Church of Christ. This is, I think, very plain in the Nature of the Thing, and the Injunctions of Christianity. For as the Civil Government is intended for the Pnblick Peace and Welfare of all Communities, and of all Men in general; and must therefore extend it self over those Communities, and over all Men; so does Rom. jtiii. tne Testament suppose that every Soul, Man!. 'and Woman, Great and Small, Believer and Unbeliever, Clergy and Laity is to be SubjecJ to the Higher Powers, or to their Civil Governours, without any Exception. But then, as to the Ecclesiastical Authority, Ordained by Christ for the Salvation of Men in his Church, it is most Obvious that it can belong to none but to those that Believe in Christ; that own his Authority; and are become Members of his Church: which can alone be done by Persons voluntarily entring themselves into it. I fay voluntarily entring; because such were all the first Members of Christ's Church; such ought they to be by the intire Nature of Christ's Religion4; and none but such have yet been proved proved ever to have beeo admitted to Baptism in a Century and half after Christ's Resurrection any where, and, ...
