I congratulate the citizens of the town on the change which is proposed, as well as upon the munificence of its citizens, and the advantages likely to be derived therefrom in the future. There is not, within my knowledge, a better illustration of the duties due from a citizen to a town, and from a town to its citizens who perform their duties, than is presented in this event which you so appropriately celebrate. I should be glad, if it were in my power to be present, to make expression of this feeling, but if it should be otherwise, I trust you will accept the statement of the condition of public business, and especially of matters in which I am officially concerned, as a sufficient reason for my absence.
