Excerpt: ... THE GANG. Thomas Carlyle said somewhere that there is a gregarious or sheep-like tendency in mankind to flock together and have a leader. I believe that it is now generally recognized by all students of boyhood that the gang spirit is more or less a natural instinct that should be wisely controlled and directed rather than suppressed. As judge of the Juvenile Court of Denver during the last three years there has been no feature of what to me has been a very interesting experience that exceeded some studies we have made of the gang, for the gang must be studied to be understood. Gangs are either good or bad, but it is the bad gangs that contribute so much to bringing into court a certain class of cases that are quite typical. It is not uncommon for the probation officer to be face to face with the mischief wrought by the "Dirty Dozen" or "Noisy Nine." Often we have found in these gangs the tribal instinct that began too far back in the past to even try to define. The gang has its good as well as its bad qualities. These have been often discussed. I shall only attempt to refer to the gang qualities as we have had to deal with them in the correction of wayward childhood. The Twenty-Second Street Gang may have its wars with the Thirty-Third Street Gang, and the Battle Ax Gang may continue its efforts to exterminate the Horse Shoe Gang (named after their favorite plug tobacco), and whatever may be the result of the battle as between each other the results of the conflict seldom reach the court. If the opposing gangs do not settle their own troubles one way they will another, without appeal to outsiders.
