Kathryn Troutman is the founder and president of The Resume Place, Inc., a service business located in Baltimore, MD. For the past 40 years, Troutman has managed her professional writing and consulting practice, publishing, and federal career training business. With her team of 20 Certified Federal Resume Writers, The Resume Place advises and writes more than 300 federal resumes per month for military, private industry, and federal clients world-wide.
Internationally recognized as the Federal Resume Guru by federal jobseekers and federal human resources specialists, Troutman created the format and name for the new federal resume that became an accepted standard after the SF 171 form was eliminated in 1995. She is the pioneering designer of the Federal Resume based on her first book, the Federal Resume Guidebook.
Paul Binkley is the Director of Career Services at The George Washington University's (GWU) Trachtenberg School of Public Policy and Public Administration. During his time at GWU, Binkley has been involved with university-wide efforts to coordinate career services for all students and alumni. Prior to his tenure at GWU, Binkley was the director of communications at the National Council for International Visitors for two years.
Binkley is a doctoral student in higher education administration at GWU researching how student involvement impacts graduate alumni giving. He has a Master's degree in Foreign Affairs from the University of Kentucky and a Bachelor's from St. John's University (MN). He served as an elections monitor in Azerbaijan and Tajikistan, and trained Iraqi university faculty and ministry officials in Iraq. He is a certified Global Career Development Facilitator, MBTI facilitator, and CFSJT/CFCC.
