This handbook is designed specifically for use by personnel in public, academic, special, and school libraries. It will clarify those areas of the law in which terminology is vague and status of compliance is uncertain. The ADA does not provide a one size fits all solution to the complex issue of civil rights for people with disabilities. There is, however, a built-in flexibility to allow individual rights to be balanced against the needs and resources of the library.
