Has the Workforce Investment Act (WIA) of 1998 had a positive impact on the country's federally funded employment and training programs? This book examines evidence on WIA's impact. The book's chapters were originally commissioned for a meeting held with staff of the European Commission, drawing on the US experience to help the European Commission staff understand how WIA performance management systems function. After an overview of the WIA, the book covers program implementation issues such as the use of market mechanisms, customized training, and One-Stop management and the private sector. Some performance management aspects examined include financial performance incentives and performance measurement of Federal Workforce Development programs. Impact evaluation is emphasized in chapters on evaluation matters such as short-term net impact estimates and rates of return, designing reliable impact evaluations, and improving impact evaluation in Europe.
