Much of the book is based on lessons from the experiences of other countries. Major issues addressed are increasing pension coverage, increasing annuitization in defined contribution plans, and adjusting pension policy to match increases in life expectancy. Other areas discussed include privatizing social security, managing pension risk, and how pension plans affect people who change jobs or get laid off. The book presents policy proposals for both 401(k) plans and defined benefit plans, and proposes a new type of hybrid pension plan as a way to structure pensions to share risks between workers and employers.
