The 1996 change in U.S. welfare policy shifted much of the responsibility and decision making for welfare programs from the federal government to the various state governments. Winston (Mathematica Policy Research, Inc.) contrasts state policy-making with national processes, analyzing the influence of interest groups and other actors. She suggests that many states face disadvantages in the ability of representatives of poor families to participate in welfare policy debate, often leading to predictably poor treatment and highly uneven results between states. Overall, she concludes, that poor families have even less power in state governments than they had in the federal government, which has resulted in less opportunity to have their concerns addressed.
