The Nordic countries have traditionally been seen as peaceful "welfare" states with egalitarian relations within each and between them. This ethos has also influenced the role their governments have played in international affairs. However, in recent years this role has become increasingly reactive, based on an outmoded world view. The Nordic countries, both individually and as a bloc, must now make a choice about future strategy within the European and global framework; whether to remain on the periphery of European politics and continue in a reactive fashion, or to engage in the broader framework of the post cold-war era. This study assesses the possibilities for the countreis of the region and the contribution they can make to the changing Europe in terms of security and sustainable regional development. For the purposes of this study the Nordic countries of NORDEN, includes the given "traditional" countries in the context of a larger area encompassing the Arctic, the North Atlantic, Northern Central Europe, the Baltic Coastal States and the European Soviet Union.
