The author's career has spanned 36 years of direct professional involvement in fisheries development operations in developing countries. He has left his imprint on fisheries activities of key programmes in Africa, South East Asia, Latin America and the Carribean, since he has been involved in the practical grass-roots operations in some of the most difficult disciplines of fisheries activity.

In the course of his work he came to the conclusion that many funded projects did not improve the future success rate. He does this by looking at a number of specific projects dealing with both commercial fisheries and aquaculture in various parts of the world and methodically analysing the reasons for their success or failure.
