This is an examination of various methods used to measure the quality of life (QOL) across countries. It expands the scope of QOL indices to include political environment and presents new methods to construct indices and to weight different parameters. Amartya Sen has recently argued that any QOL measure must capture a level of desired satifaction (utility) and choice. The authors accept the challenge of putting Sen's concept into operation, thereby offering a challenge to the way in which economists and policymakers think about human progress. The study concludes with comparative world rankings of quality of life.
