Richard Moore is state treasurer of North Carolina. From 1995 to 1999, he was the state's secretary of crime control and public safety, heading the Division of Emergency Management, the N.C. National Guard, the Highway Patrol, and other public safety agencies. Jay Barnes is director of the North Carolina Aquarium at Pine Knoll Shores. His previous books include North Carolina's Hurricane History and Florida's Hurricane History.
