Holmes presents a comparative study of the policy process in two communist states -- the USSR and the GDR -- as it is revealed in the rise in both countries of industrial associations. He compares the background to the 1973 legislation in both countries, its passing, and its practical results to answer such questions as; do there appear to be general laws governing the development of these two states? How does policy become reality in them? What differences exist between them?
