STEPHEN E. CONDREY,is a senior associate and director of the Human Resource Management Technical Assistance Program at the University of Georgia's Carl Vinson Institute of Government. The author of numerous articles and several training manuals, Condrey has over nineteen years' experience in public administration. Dr. Condrey has consulted with over 200 public sector organizations and serves on the editorial boards of Public Administration Review and Public Personnel Management.
