Originally prepared for four workshops organized by the UN Department for Disarmament Affairs to inform the work of the Panel of Governmental Experts on Small Arms, held during 1995-1996, the 30-some papers collected in this volume present the work of some of the world's leading experts on small arms proliferation. Contributors include independent scholars and government and military officials. Papers in the first section offer an overview of the issue, as well as a conceptual and theoretical framework for considering policy options. The following three sections focus on regions of small arms proliferation: Central and South America, Africa, and South Asia.
