Comparative Education: The Dialectic of the Global and the Local, Second Edition examines the common problems facing education systems around the world as the result of global economic, social, and cultural forces. Issues related to the governance, financing, provision, processes, and outcomes of education systems for differently situated social groups are described and analyzed in specific regional, national, and local contexts.
Added in this edition is a concluding chapter by Carlos Torres describing the current challenges and new directions for scholarship and teaching in comparative education. Chapters discussing education in the United States, Latin America, the Middle East, Russian/Eastern Europe, and Africa have been updated to reflect the changes in these regions and emerging educational trends and politics.

Robert F. Arnove is Chancellor's Professor Emeritus of Education at Indiana University. His texts include, among others, Comparative Education, (MacMillan, 1982), Emergent Issues in Education: Comparative Perspectives, (SUNY Press, 1993) and most recently, his authored book, Education as Contested Terrain: Nicaragua, 1979-1993, (Westview 1994).
Carlos Alberto Torres is professor in the Graduate School of Education and director of the Latin American Center at UCLA. He is the author of many books and articles, most recently, Democracy, Education, and Multiculturalism: Dilemmas of Citizenship in a Global World (Rowman & Littlefield, 1998).
