As planners and policy makers continue to fight urban sprawl, it appears more and more infrastructure and construction projects are turning to underground space. This would seem to be a good idea, but it creates complexities in planning, design and construction and also holds significant risks for existing structures. Through illustrated case studies this report shows how practitioners have minimized potential damage in new foundation construction, deep excavations, tunneling and sites with slope stability issues. It describes defining and predicting ground movements and building damage, including assessing risks from building failures, excessive movement, ground water flow and lateral ground reinforcement, and recommends preventative and repair measures. The editors use an extensive database of case histories from around Europe. The report was prepared as part of the work of Cooperation in Science and Technology (COST) Action C7 (Soil Structure Interaction in Urban Civil Engineering) by the European Commission. Increasing development in the urban environment and supporting infrastructure systems has necessitated a greater use of underground space and sites that were hitherto judges to be not economically viable (e.g. because of difficult ground conditions). This presents many challenges in terms of planning, design and construction as well as the protection of existing buildings. Understanding the complex nature of soil-structure interaction and the resulting ground movements is an integral part of assessing developments involving new construction, for example tunnels and deep excavations.
