American trade schools, of course, furnish Opportunity for those who are able and willing to give their entire time to the increase Of their industrial efficiency. But in the absence Of continuation schools, there remain unhelped the larger number of too early conscripts in the industrial army, who under the pressure Of necessity are obliged to contribute by the work Of their hands to the support Of their families It has been said Of the people of a certain other country that at fourteen they are remarkably precocious boys but that at forty their mental equipment and attitude remain substantially those of a boy Of fourteen. In some sense this is true Of those who are too early forced into wage earning, and who are compelled by the struggle for existence to enter upon a career Of continuous work, before they are either matured or equipped sufficiently to approximate their maxi mum attainment.
