Questions of legislation in their last analyses, and from a practical point of view, resolve themselves into considerations of expediency, and are, more or less, either positive or negative responses to public opinion. Public opinion, moreover, shifts its point of view with changing conditions in the social, eco nomic, and intellectual life of a people and these conditions, furthermore, are closely dependent upon the character of the natural sectional divisions of a country. Hence arise opposing view-points on various questions of national policy; it becomes the supreme function of the opposition to oppose; and policies are more often discussed from these standpoints than from any notion of the intrinsic merits of such policies.
