You have already been informed that the equivalent of the money hitherto received by the City for the privilege of trimming the scows has been taken in the form of services, machinery, etc., with a View to investigating the subject of the best disposal of rubbish, and learning the possibility of deriving from this a value greater than is now received from the scow-trimmers. This trial has, thus far, necessarily taken the second place. Now that the garbage investigations are out of the way, full attention will be given to this branch of the subject, and I trust that another year will not elapse before some definite and valuable conclusion concerning the matter will be reached.
