The Hon. Edwin Werther Higgins, E '97, member of Congress of the third Connecticut district, 1905-1913, paid a tender tribute to the Founders. It took spirit and courage to introduce a new organization on the already crowded fraternity world, and they builded better than they knew. In speaking of civic life, Brother Higgins said that the college man's opportunity and responsibilities are unlimited. The spirit of unrest, 'the crimi nation of yellow magazines, and lack of respect for law has developed a distrust in the form of government, but there is nowhere to be found a more public Spirited body of men in gen eral than in Washington. The educated man must support the educated mind in the government, and take an active part in the participation of all civil affairs. Recently scholarly men have acted as presidents, one from Yale, one from Harvard and one from Princeton. When we come to choose the next chief executive we do not need to look outside the membership of our own Fraternity. (great applause.)
