Excerpt from Arguments in Favor of the Freedom of Immigration Port of Boston: Addressed to the Committee on State Charities of the Massachusetts Legislature, April, 1871
Mr. Chairman - The Board of Trade appointed Mr. John W. Candler, Mr, avery plumer and myself to appear before your Committee, in explanation and advocacy of the memorial addressed to the General Court, asking for the total repeal of all laws in this Commonwealth requiring the payment of head-5 money. I greatly regret that my respected associates are not able to be here this morning, owing to the shortness of the notice had by them of the hearing, and to their pressing busi ness engagements. I will endeavor, in what I may say, to represent their views as faithfully as my own, and I still hope that they may appear before the Committee at some adjourn ment of the hearing.
