Excerpt from Costa Rica-Panama Arbitration, Vol. 1: Documents Annexed to the Argument of Costa Rica Before the Arbitrator Hon. Edward Douglass White, Chief Justice of the United States
Of this great mass of documents a number are now translated and published in English in order to facilitate an understanding of the boundary dispute in which Costa Rica is now engaged with Panama, Colombia's heir to the territory of the ancient province of Veragua that bounds Costa Rica on the south-east.
With these are also published translations of certain documents relating to the arbitral proceeding between Costa Rica and Colom bia in which the President of the French Republic acted as Arbitrator; also several bearing dates subsequent to the Award of Rambouillet, and a number of others that will serve to confirm the legality of the territorial rights that Costa Rica has always maintained. And still maintains, - rights that have been violated, first by the usurpations of Colombia, and, later, by a vital error in the Arbitral Award of 1900.
