From an on-line posting: "The success of the "nuclear freeze" idea, initiated in 1980 by a young disarmament researcher, Randall Forsberg, caught many by surprise. It was caused by the increased threat of war associated with the U.S. Senate's failure to ratify the SALT II arms control agreement, and by Carter's Presidential Directive 59 that made plans for a first strike nuclear war. Much of the success of the Freeze campaign was due to the simplicity and clarity of its program. It called on the U.S. and Soviet Union to "adopt a mutual freeze on the testing, production, and deployment of nuclear weapons and of missiles, and new aircraft designed primarily to deliver nuclear weapons." The Freeze campaign culminated in the 1982 rally at the United Nations, The Freeze was supported by most of the contenders for the Democratic nomination for President.
