His History is our most important source for the momentous half-century during which the Romans weathered the war with Hannibal and became masters of the Mediterranean world. F. W. Walbank here assesses Polybius's work and his concept of history. -- Chapter I: In the middle of the second century B.C., when Polybius set out to describe the rise of Rome to world power, the writing of history had already been practised for three centuries as a discipline with its own aims and methods, and a well defined area of study. Herodotus was the first to formulate the concept of an enquiry into individual secular events and their explanation on a strictly human level; and Thucydides had sharpened the focus, limiting the field to what was contemporary and political. The purpose of both was to understand and explain the world they were describing, not simply to relate what had happened but also to indicate the reasons. Thucydides went further. He used particular incidents as a basis for generalisations which, by their universal validity, would be of help to his readers in similar contexts. This notion of what history included and what it could hope to achieve was inherited by Polybius.
